ETM was retained by the Tourism Development & Investment Company (TDIC) to identify and research appropriate international operating models for Sir Bani Yas Island (SBYI) and to provide a recommended operating model to guide the long-term management and operation for SBYI that will support the redevelopment plan.  Sir Bani Yas Island is one of several islands located off the coast of Abu Dhabi in the Arabian Gulf, collectively known as the Desert Islands. Each has a distinctive character.


The management of SBYI was divided among a number of existing city agencies and TDIC management areas, all of which were located off of the island.  During a (5) year period, major development initiatives were projected for completion on SBYI that had a significant impact on tourism on the island.  As the number of visitors increase and the number of facilities necessary for tourist services increase, the demand for operational support will also increase.  With the proper management strategy and operating model in place, TDIC could ensure the delivery of island services, programs and activities that meet visitor expectations.


ETM recommended the formation of the Desert Island Company, a subsidiary of TDIC that held responsibility for oversight, coordination and management of all island activities. TDIC was granted authority by the executive council of the Emirate of Abu Dhabi to control and regulate investment, management, operations and development, including any development related to the environment, planning, land use and occupation of Sir Bani Yas Island and the other Desert Islands.  The new company would focus initially on SBYI and then broaden its scope to include the other Desert Islands as implementation of the master plan proceeds.
