Memorial Park is a 1,100 acre park, in Houston, Texas. Due to years of underfunded maintenance and series of natural disasters, the park’s existing landscapes have deteriorated significantly. A new Master Plan, prepared by Nelson Byrd Woltz Landscape Architects, proposes more resilient landscapes that will serve as the backbone of the park, in addition to providing upgraded facilities that will support the growing demands of Houstonians for recreational and natural open spaces. ETM prepared the Memorial Park Master Plan Maintenance, Operations, and Budget Report as a companion piece to the 2015 Master Plan.


The report explores both the short and long-term maintenance needs, and is based on the new Master Plan and phased implementation of the MP. In addition to maintenance, ETM investigated new revenue and programming opportunities to support annual operating costs.


The existing Memorial Park Conservancy (MPC) aspires to take on more O+M responsibility and to ultimately have sole responsibility for management of the Park. ETM has advised the MPC on:


  • Operating contract with the City of Houston
  • Organizational changes and capacity building in order to assume a leadership O+M role
  • Developing estimated annual operating budgets and revenue opportunities in order to meet operating costs


The Master Plan won an ASLA Analysis and Planning Award in 2016.
