ETM partnered with the Trust for Governors Island and the West 8 landscape architecture team to develop an operations and maintenance plan based on West 8’s schematic design.


Due to the site's island character, ETM identified numerous concerns that needed to be considered and addressed from the beginning of the design process in order to ensure the long-term viability of both existing and planned features.  Some of these concerns included:


• Trash and recycling management

• Visitor projection and capacity

• Impact on marine environment

• Maintenance facilities

• Security

• Proposed Hills

• Bicycle programming

• Visitor attractions


ETM also conducted a study of park visitorship that informed a projection for the future use of Governors Island.  In order to do this, our team performed the following:


1. Calculated the number of visitors to special events along with the maximum number of potential visitors the events can accommodate

2. Projected average park visitation compared with other similar sites

3. Projected seasonal (spring, summer, fall, and winter) visitor numbers

4. Projected visitor numbers based on existing and proposed ferry service to the island


A programming strategy was then drafted to accommodate the projected number of visitors, and to continuously encourage visitor return to the island.  ETM developed a program of proven and successful large events as well as daily and seasonal activities that together promote return to Governors Island again and again.
